I've been on this loop for two days now, where the preferences update says there is no update needed, but the macOS 10.15.1 says version 10.15 is needed. How can I install the new update, when apple won't allow it? System preferences says my iMac is up to date with Mojave 10.14.6. So confusing, which apple never used to be.

Ok, let's try this.
In the Finder, press command space bar and type in Terminal and double click it with your mouse to open the application.
When the Terminal window loads, copy and paste the following two commands and hit the enter after pasting each one. Select it and press command c to copy from this post and command v to paste in the terminal window.
Try entering the following two commands in a Terminal window:
- credit: Tesserax

Could you clarify this a little more? I assume you downloaded the installer for MacOS Catalina from the App Store using the download link? It should be 10.15.
Make sure you have a backup of your data before upgrading in case anything happens.
After it downloads from the app store, the installer will automatically launch to proceed the upgrade.
You can also check your applications folder to see if you see the installer. It will be labeled as "Install MacOS Catalina"

What it's saying is that you need to have MacOS 10.15 installed first before you can install the point one update, MacOS 10.15.1.
Go to the App Store and download MacOS 10.15 first. Then install it to upgrade your Mac to 10.15 and then you will be able to apply the 10.15.1 update.
Make sure you have a backup first before upgrading to 10.15 in case anything should happen.

MacOS 10.15 is Catalina. Apple named it after the California island called Catalina.
What happens if you go to the App Store and download MacOS 10.15 Catalina directly?

Ok, this helps a lot.
Let's clarify, what you downloaded from the Apple website is the updater for MacOS 10.15 Catalina. It requires that you have 10.15 installed first to be able to update to 10.15.1. I hope this makes sense.
First, lets have you download the actual installer for MacOS 10.15 Catalina from the App Store.
Once you download the actual installer from the app store, you will then be able to upgrade your Mac from MacOS 10.14.6 Mojave to MacOS 10.15 Catalina.
There is no need to format your hard drive.

I tried to get 10.15, but it’s nowhere to be found. My system preferences have a red notice flag that there’s an update needed, but when I run the install it says all is up to date. It’s turned into an endless loop.
Catalina has been downloaded from the App Store, but it won't install. I still have a notification in the System Preferences that an update is required, just like the screen shots above. Still will not upgrade, the 10.15.1 says the system needs to be updated to 10.15. Endless loops of NOTHING!
There’s no Catalina installation folder in the application folder. I downloaded the link from Apple and it says my system needs to be upgraded to 10.15 before installing.
Still stuck.

OK, so in your applications folder there should be a app called Install macOS Catalina. When you double click on it, it should launch and then present you the install process. Is that not happening?
Look for a file titled "Install macOS Catalina.app",
