Quicken has retired everything but Quicken 2019/2020. Either upgrade to their newest product, or if you performed a Time Machine backup of your prior operating system before the Catalina upgrade, boot into Recovery (⌘-R), and Restore from Time Machine Backup. If you did not perform a Time Machine backup, you can only upgrade the Quicken software, as there would be no retreat without lost data.
