I've tried everything, I can't seem to delete apps I get the wiggle but no X. I have an iPhone 13 five max and updated to software 13 but I've never been able to delete apps. I am told to go to Settings / general / restrictions but I do not have the restrictions option! Help please?

You said that you have no restrictions enabled, right?
Please check: Settings>ScreenTime>Content&Privacy Restrictions>Itunes&AppStore Purchases>... the first 3 options must be "ALLOWED".

The "X" doesn't appear any longer. Look better. In the appeared window you should have (at least) "edit home screen", share app" AND "delete" (or remove).
UNLESS you're trying to delete a "not removable" built-in app (one of those that come along with iOS).

Perhaps you're pressing too hard.
Just leave (1-2 seconds) you finger on the app you want to delete, and you'll get a window with many options. "Delete" should be at the bottom of that window.

I've tried this I get jiggly icons but I do not get an x no matter how long I hold it and even if I select home screen option I still do not get an x. When I go into settings general there is no restrictions option either!

I really appreciate your help with this I've tried very gentle touch and the only choice I get is edit home screen / share app - if I choose edit home screen I get the jiggle but no X
