Stuck at “update requested estimating time remaining” while updating on mobile hotspot

So I do not have WiFi access and I have always updated using mobile hotspots.

I recently got an iPhone 11 pro Max (64 gb). I tried updating it to iOS 13.2 using hotspot. It always gets stuck at “update requested estimating time remaining”. I’ve tried restarting and everything. Same thing happens while trying to update to iOS 13.2.2.

Updating through iTunes I have to download a 4gb file on my data which isn’t really possible due to the data limit. Is there anyway I can update using hotspot and resolve this issue?
