Transferred apps from iPhone 7 to iPhone 11. Health app did not transfer data. How to I transfer the data?

To transfer Health data you need to transfer from either an encrypted iTunes backup or from an iCloud backup (its encrypted by default). Unencrypted iTunes backups do not include health data or passwords.
