Unable to add people to shared notes or shared iCloud folders

I have the latest iOS and MacOS, and yet the "Add People" function never works for me. On my Notes app, the "Add People" function is greyed out on my MacBook and when I try to add people through my iPhone it tells me there's an issue with the server. Please help! Same issue with the iCloud Drive Folders - can't add people!
