I had this issue just yesterday. What you need to do is shut down you mac and press the power button to and hold down Option + Cmd + r together until you get the network screen, enter your network details. When you've got to macOS utilities select install macOS and that will now let you install macOS Catalina rather than anything older. I hope that helps.

I'm having the same issue - I earsed the drive and formated it to Extended (Journled).
I still encounter the same error.
