An iPad mini2 (a.k.a. mini Retina) can be updated to iOS12.4.3.

An original iPad mini (which you likely have - as suggested by your profile signature) is an older model with a “32-bit” A5 Processor; this cannot be updated beyond iOS9.3.5.

If your iPad Min has been stuck on iOS 9.3.5/9.3.6 for the past few years, with no upgrades/updates forthcoming, then you

own a 2012, 1st genetation iPad Mini.

A 1st gen iPad Mini cannot be upgraded beyond iOS 9.3.5/9.3.6.

A 1st gen iPad Min is an over 7-year old device, now!

Its internal hardware is too old, underpowered and completely incompatible with any current and future versions of iOS.

Sorry. It is what it is.

If you need an iPad that can run the latest and greatest versions of iOS, as well as, the most current apps available, then, you will need to purchase a new iPad from Apple or a discounted, refurbished iPad from Apple’s Refurbished & Clearance section of Apple’s Website.

Best of Luck to You!
