-Is this happening when you attempt to duplicate any video in Photos on your iPhone?
-If specific to certain videos only, can you identify the differences between these videos vs. ones that can be duplicated?
I'd like you to try restarting your iPhone: Restart your iPhone, iPad, or iPod touch - Apple Support, and check for any new iOS updates under Settings > General > Software Update. If you do see an update available, you may want to try updating iOS using the steps found here: Update your iPhone, iPad, or iPod touch - Apple Support.
