Your screenshot shows the drawing palette - used to create or edit a sketch that can be inserted into a Note. The drawing palette doesn’t provide direct text highlighting features.
However, you can use the “markup” feature to highlight any area of a note - but the output will be a flattened PDF representation of the original note - and you choose where to save the PDF copy. To access markup, select your Note from the Notes list using touch-and-hold to reveal an actions menu, then select markup.

Understand the reason! Pity that Notes highlighting feature doesn't allow you to highlight your original type like other APP,s. It forces you to use service providers that have that feature. This is how I understand your answer.
