I recently reset my location and privacy settings hoping it would allow me to allow new apps/all apps to my photos. Now I can’t find anywhere where I can grant access to any apps for my photos. When I go to privacy/photos there is only one app on the list that has access, but it doesn’t even work to upload photos to. Any advice?

I see that you're trying to allow applications access to the photos you have on your iPhone. You reset Location & Privacy, but that didn't work, and I'm glad to help.
Use Screen Time on your iPhone, iPad, or iPod touch -- Go to Settings > Screen Time > Content & Privacy Restrictions > Photos and make sure it's set to "Allow Changes". Only the apps that have requested access to your photos will be included in the list.
If you're not seeing particular applications included, go to Settings > [app name] and turn Photos on from there.
