iTunes error code 0xE800000A

Upgrading from an iPhone 6S to an 11, iTunes will not allow me to restore the 11 because of this error code. I've updated both phones to the same IOS number and version, updated to the latest version, restarted, uninstalled, and reinstalled iTunes and the error code still comes up as soon as the phone trusts the computer to which it's attached. I've looked all over apple.com for some kind of specific solution and all I get is the ineffective "turn it off and back on again" fix failures. What is this error, specifically? How do I solve it and restore my 11?

iPhone 11, iOS 13
