I cannot get my Safri bookmarks and favorites to sync to one of my iPads. The instructions provided are not working. I've completely reset the ipad, and reconnected it to my icloud account to no avail. My iPhone and second iPad are syncing fine.

Since you have an older iPad model running an older system software version you will not be able to synchronize Safari information using iCloud.
