I am a retailer in west Africa Ghana and I buy refurbished iPhones from importers in my country here but unfortunately most of the iPhones are having iCloud activation lock. So please I needed a help out if apple support can help me remove so I can pay with my Visa card. Also I wish to be apple sales support agent in my country here. I have this very iPhone now iPhone 6s

You are no different than any other private person buying another private persons used property. Apple does not get involved, at all, with issues related to the sale, exchange or gifting of used personal property between people. They will not disable activation lock for you. Only the person who setup activation lock can disable it.
And you would need to contact Apple about becoming an Apple Authorized reseller. These communities are volunteer user-to-user support forums.

Activation Lock is a theft deterrent feature with no bypass or workaround.
Without the owner's authorisation, no thief or anyone including you can re-use the device.
Don't buy stolen devices.
There is no bypassing the activation lock without the previous owner information.
so there is nothing you can do.
