Mail.app>Help>Preference, general

Fetch is typically set on a timed basis, while Push happens in real time.

Mail>Preferences>General> Check for new messages This would be the setting covering all accounts. Fetch or automatic.

It appears this might be as close as you can get to it

Quit mail.

Finder>Go>Go to Folder, copy & Paste:

 ~/Library/Containers/com.apple.mail

Highlight all the contents in this folder. Place your mouse on the selection,

Then hold the option key (right-click) click and choose "New Folder with Selection”. Do not move the new folder from this current location.

You can close the Finder window.

The next step will be to restart the Mac and test

After the computer is restarted, open the Mail Preferences to see if it opens properly.

Are you saying your Mail preferences pane opens to a blank page, or you have none of the preferences showing except the Junk Mail— therefore you can not make any change to any of the preferences?

If your Mail app is open it will check for Mail. Quit Mail and it will not check for Mail.
