PLEASE HELP!!! I can't completely uninstall NORTON and install another antivirus

You can use Etrecheck  It is a diagnostic tool that's very useful to us in finding problems. It will identify folders where Norton has been installed. After it runs post the log file here. It will contain no personal information. Allowing full drive access will improve the quality of the report.

Do NOT install any other anti-virus.

To post the log file click on share report and use the Page icon in your reply window.

No Anti-Virus software or so-called “cleaning” apps are needed or recommended for Mac OS. They can conflict with Mac's own built-in security. At best they will slow your Mac by using unnecessary resources and at worst will bork your entire system. Your Mac has all the built-in protection you need.

Well, you don't need Norton or Avast. So, the first thing I'd do is stop trying to install Avast.

People more knowledgeable than I will, hopefully, give you instructions on how to remove Norton. I haven't used it since it caused my computer to crash on start up, resulting the loss of a day will I worked on removing it.

Your report looks good. I don't see any Norton files in the Etrecheck report. Usually running the Norton uninstaller would completely uninstall Norton. I don't know why Avast would be reporting that. But since you do not want Avast, I'd think you can safely ignore it.
