App Store Toolbar missing

Ever since updating to High Sierra (10.13.6) the App Store dos not longer the toolbar at top. It used to contain buttons for "Top Charts", "Purchased", "Favorites", "Updates" and the like. However now the toolbar is just empty. There is also nothing in the menu that would allow me to select any of these categories.

This is a serious bug as it

prevents me from doing selective updates
prevents me from showing the Apps that I have purchased

MacBook Pro 13", macOS 10.13

Hello sboeser,

Welcome to the Apple Support Communities. From your post, it appears the categories at the top of the Mac App Store aren't appearing. I'll do what I can.

These steps might help:

Restart your Mac from the Apple () menu then Restart.
Check the connection with the App Store: If you can't connect to the App Store, iTunes Store, or Apple Books
To narrow it down, also be sure to check your Mac in safe mode: Use safe mode to isolate issues with your Mac You can also try a new user as well: How to test an issue in another user account on your Mac
- If it only happens in your user and not in safe mode, try removing login items: Open items automatically when you log in on Mac
- If it happens in both safe mode and a new user, back up your Mac and reinstall macOS using Recovery which reinstall the Mac App Store: How to reinstall macOS from macOS Recovery
