Internet Accounts automatically added after factory reset of device

Pictured is the internet accounts I am talking about. I do not mind the google accounts being added, but at one point I added an account for a person website email which I had to fix for someone but no longer need.

The issue is, every time I factory reset my computer, the unwanted account populates there.

Is there a way to make it stop happening? I tried to reset my entire keychain and that didn't work.
