Unable to delete and reinstall Instagram

Hello,

Today I attempted to delete and reinstall Instagram in order to clear my cache, however I can’t reinstall it now. It does not appear in my phone storage but still says “open” in the App Store. So now it cannot be installed or uninstalled. I have attempted to reset my phone (soft and hard resets) to no avail. I also do not have access to a computer to use iTunes. Is there a way I can fix this using only my phone?
