iPhone 4s from resale shop?

I bought this phone (4s) second hand from a thrift store. Is there any way to contact previous owner to ask if they would turn off lock or ask them if they want phone returned? I feel like this happens all the time and their should be someway to navigate these issues so the phones can have second and third lives
