apps not updating

So my apps have stopped updating. When I go to update an app, it looks like its about to start downloading but then reverts back to saying Update. So I cannot pause the download to try and restart it. To date I have tried the following solutions to try and get my apps to update:

• Updated to latest iOS
• Signed in and out of the app store.
• Signed in and out of my apple ID
• Soft reset
• Hard reset
• Reset all settings
• reset network settings
• Complete restore from backup
• Used a different wireless network.

Are there any solutions that I have not yet tried? I'm running iOS 13.2.2 and have about 20 Gb free out of 64 Gb. This issue started last week before I updated to iOS 13.2.2
