I have several different list within the Reminders app that I share with my wife. When I make a change, she can see it on her end. When she makes a change to a shared list, it does not sync back to me (the primary account). This is an iOS 13 problem and did not exist prior to the update.

I understand from your post that the shared Reminders list between you and your wife does not sync back to you when she makes a change. I would make sure your wife has also upgraded her iPhone to iOS 13 and meets all the requirements listed in this article:

All devices have been updated. Both phones are iPhone XS Max on 13.2.3 It does not help. iOS 13 broke this feature and I have yet to find a solution to fixing it. Right now, the best solution I can find it switch to a Google app and abandon Apple for simply not paying attention to QC testing.
