As of 11/18/2019 my text messages will no longer forward to my iPad. The option for Text Messaging Forward is gone from Messages settings

Try updating to iPadOS and iOS 13.2.3 to see if it resolves your problem.
What version of iOS is running on your iPhone (where the Text Message Forwarding option should appear)?
Reviewing some potential mismatches:
Do your iPhone and iPad both have iMessage enabled?
Do your iPhone and iPad have the same addresses selected for Send & Receive?
Do they both have Messages enabled over in the iCloud settings?
Tried that. Still not there
