Unable to update to iOS 13.2.2.

I am unable to update a brand new iphone. When I attempt to update to iOS 13.2.2 it says that the firmware is not compatible. How do I resolve this issue?

Actually, you asked at the beginning of the thread - it is an iPhone 8 and it was purchased directly from Apple, unlocked. I've finally been able to get it to update via the phone - it took several attempts as it kept showing that 'software is up to date', even though it was 13.1.3. I guess with the death of iTunes, this is the way of the future....

Restore iPhone using iTunes resulted in the same message, "The iPhone could not be updated because the firmware is not compatible." You mentioned manually downloading the ipsw file. Is it possible to do that? Seems like one step to fix the problem rather that attempting to let iTunes do it - which is likely where the problem originated?
