“My Faces” in “My Watch” not syncing — all complications except for Date are null

I’m guessing this is one of the numerous iOS 13 glitches, but somewhere around 13.2 all of my watch faces lost their complications within the iPhone Watch app edit feature, even though the faces themselves on the actual device are fine. The problem is that I’m leery of making changes because of the possibility of all of the faces saving to a complications = off status on the Watch.

Because the Watch itself is fine but the phone representation is off, I’m assuming it’s iCloud sync Problem #237 for iOS 13, so just wondering if anyone else had encountered it.

So it gets even weirder ... regardless of what watch face I'm looking at (inside the iPhone Watch app, not on the Watch itself), the complications are limited to: battery, cellular, date, favorites, moon, news, Nike Run Club, and sunrise/sunset. There's no calendar, weather conditions, messages, etc. I've scrolled through a dozen different faces, and it's same list on all of them.
