catalina mail can't open linked contact

When I try to open a contact from an email I see a strange screen as follows:

I consider this first screen to look normal...

But when I use "Show Contact Card" I get this instead of the normal contact card.

And when I click on "Open with Contacts" I get this...

I have confirmed that the contacts are in my contacts and I have reindexed my Spotlight and replaced my index files from the Address Book folder.

I can't find anything like this in the community.

More info - if I use a new email address coming in and use "Add to Contact" on the pull down menu, it goes into the Address Book and after that it works like it should.

This means that the Address Book contacts that I have are no longer linked to the emails coming in. They recognize the names because the names show up in the email but all of the existing contacts can't be found using the method above - "Show Contact Card."
