iCloud almost full and no idea how to access it

I use an iPhone, an iPad, and a PC. Lately when I pick up my iPhone it keeps reminding me I have used 4.9 out of 5 GB of my iCloud. No idea how to access my iCloud. I figure if it's like any other cloud-based drive, like Dropbox, I can just access it like any other folder, delete what I don't need, backup and delete other files I seldom use, etc. but when I install iCloud on my PC, it tells me I'm using 0 for photos/videos, 3.95 GB for 'backup', and 1.38 GB for 'docs'. Apparently Apple is asking me to purchase additional storage capacity for $0.99/month, but how the heck am I supposed to access the data they're supposedly storing for me??

On an iPhone, iCloud is designed to be viewed by using the apps on the device (e.g., the Files app for documents in iCloud Drive, the Photos app for iCloud Photos, the Notes app for notes, etc.).

You can also use an internet browser on a computer and log into icloud.com.

Also note that while you can view synced data as described above, it is not possible to view the contents of an iCloud Backup. You can only use the backup to do a full restore of a device or to setup a new device.
