Profile Manager and/or MDM

I am developing an app for iPod Touch (v5 and v6).

Profile Manager and/or MDM

The app has a single app requirement so end users cannot access or install anything else on the iPod.

Because I am not the end user, we cannot use Apple Business Manager.

Was informed by Apple that Profile Manager is the alternative solution.

Does Profile Manager need an outside MDM (ie. Meraki, MaaS360, etc.) or is Profile Manager the MDM?

Profile Manager is an MDM. I'm not a 100% sure but I'd say Profile Manager was the first MDM and that Apple probably 'invented' the concept? Others may disagree or know of something earlier? If that was the case then hopefully they may post and enlighten us all? IMO most people would regard Apple's MDM (Profile Manager) as the 'baseline' MDM for 3rd-Party MDMs available.
