update Mac from Maverick 10.9.5 to High Sierra

Will all of my photos still be there in the new operating system? Will I still have iPhoto and everything organized the way it is? Will there be a new program with any new photos that I download after I install the new operating system?

1. Yes, unless a problem occurs. Back them up first.

2. iPhoto won't open unless you put it in a location Spotlight doesn't index, log into the Mac App Store with an Apple ID previously used to download it, and get version 9.6.1.

3. Yes. Use Photos.

Unless you've purchased/obtained a version of iPhoto from the App Store previously you won't be able to get a copy of V 9.6.1 after upgrading to High Sierra.

If you've obtained some version of iPhoto 9 from the App Store previously, put the iPhoto app in the Trash (don't empty it), go to the App Store and see if V 9.6.1 is available under Purchases. If not then you'll not be able to get it even after upgrading the system. You will however have Photos 3.0 with High Sierra and that will convert your iPhoto library to a Photos library and you can run it.
