I am living in Rwanda how can I pay by Apple ID ?

I need to use excel on my iPad but when I need to pay through Apple ID My Visa card not working in my residence country Rwanda. So what can I do?

Apple doesn't have an App Store/iTunes in your country. Until they do, it won't accept Rwanda credit card or your address.
