Apple TV is a set top box that you connect to your TV. You would then need to subscribe to various 3rd party services depending on what you want to watch. You would need to look into live tv streaming services, like Youtube TV, to see if they ofer something that works for you. If you want to use an existing cable subscription or antenna you can look into purchasing an HD Home run and access that content through the channels app on Apple TV.
