I have an iPhone 11 Pro running iOS 13.2.3. iCloud Keychain doesn’t suggest passwords anymore. Does anyone know how to fix this?

Click settings>Passwords and accounts> and toggle on auto fill passwords
This setting is already on. I have had this problem
ever since upgrading to iOS 12 or 13. iCloud Keychain doesn’t suggest new passwords.
