My i phone storage is full so i booked the 50 GB on the i cloud, but i can't move all the photos to the space i have now on icloud

iCloud photo is a synchronization service only. It is not independent storage. So your photos in iCloud always take up space on your device as well.
To free up space in the iPhone, you will need to archive photos or other data somewhere before deleting it, or remove unwanted material and apps.
