Depends on where you are buying it from exactly.

Only Apple sells truly unlocked iPhones, and you can select them as such from the online store.

Note, that Apple does not ship outside of the country the online store is for. So if you choose the U.S. store, you will need to ship it to an address in the U.S.

That would depend on where you purchase the phone.
