The sellor said the iphone was replaced with a new one under Apple’s warranty. I bought the device and checked the warranty expires in january 2020. Dose it mean the seller cheated me and this is not the new iphone?

Warranty replacements do not restart the warranty period. The replacement merely inherits the remainder of the original warranty, or 90 days (whichever is longer). So a replacement device for a device bought in January 2019 and replaced under warranty will only continue the original warranty through to January 2020.

Activations are not tracked or logged anywhere, so no. Any device can be erased and activated again and again.
The warranty always begins on the day of original retail sale by Apple or an Apple authorized seller. Activation has nothing to do with the warranty period.

yeah... can I check the serial number of this new device or not ? if the warranty ends, this device may have already been in operation, and is not new( replacement of defective )

A replacement device can either be new or refurbished. They both carry the same warranty.
