If the home button does not work, the only way to get the device into Recovery Mode, which is needed to restore the disabled phone is to make a Genius Bar appointment at the nearest Apple Store and get the home button fixed.

You could attempt to plug the iPhone into a computer with iTunes installed, which may bring up some recovery options. Letting the battery drain will eventually mean the phone restarts, but without being able to use the phone, that will be slow. You could also try different ways of pressing the home button. Maybe it’ll be responsive if pressed on the edges, or when pressed especially hard.

My guess if the OP reported that the home button does not work, they have tried alternative ways of pressing the home button. Given that getting a device into Recovery Mode is already a difficult task and can take multiple tries to begin with if everything is working correctly, a chance that just plugging the phone into the computer is a slim chance. Either way, even if they were able to get it to go to Recovery Mode, the home button is needed for more than just that. It is an integral part of the iPhone and should be functioning.
