hello,
i cant download and install youtube app from app store. running the latest version 13.2.3 on iphone 7.
i tried restart, turn off and on, sign out from itunes/app store, but nothing is working.
app itself is visible there, but nothing is happening when i click on small blue cloud icon to download it.
i had this app recently, before upgrading to 13.2.3

Did you try to redownload the app, using the purchased list, as explained in this article?

It actually does matter, as apps over 150mB can only be downloaded via WiFi.
Any restrictions set up in Settings/Screen Time?
Are there other iOS devices, where you can try to download the app?

yes, perfectly with no issues. i just tried random app.
the same issue, i see "cloud", i can click on it, but nothing is happening.
