Icloud Locked

Hello

My Dad answered his security questions wrong. He has now found them bit his iPhone won't let him ask the security questions again only have an email sent. He can't check his email acc as he is locked out of his acc!

WE have the username. the password and now the security questions (He had them written down) BUT can input as his account is locked the only choice is to emai his....he cant get his email because his acc is locked!!

Anyone have any ideas pls?
