I backed up device first time in a while with new 50GB of iCloud storage, after back up was complete I went to iCloud.com to make sure all photos went to I cloud, they did not, I tried a back up now with the ‘iCloud photos’ selection turned off, (the option right above the my photo stream), the iCloud back up went from 10 minutes to 1 hour? Waiting to see if this backed my photos to iCloud.comz. Does this seem backwards, I thought that selection ‘iCloud photos’ off would cause photos not to go to iCloud.

You cannot view the contents of an iCloud Backup at iCloud.com.

The Photos that are viewable in the Photos app at iCloud.com are photos that were synced via iCloud Photos. That is the option at Settings > [username] > iCloud > iCloud Photos.

Photos sync to iCloud.com when that option is first turned on (it can take a long time to sync) and then any changes sync as they happen. The sync is not related to iCloud backup.

Also, if you have iCloud Photos turned on then the photos will not be included in an iCloud Backup.
