I still can't figure out how to select a file from the Files app as background wallpaper. Or how to select a picture in my Pics folder that I created on my iPad to select pictures from there.

You cannot use a file in the Files app, the photo has to be in your Photos app, in an album there. You should see all of your folders listed when you go to Settings>Wallpaper>Choose New Wallpaper.
