ipad mini refuses my apple id

hello. i bought an ipad mini over 5 years ago. i have never been able to use it cause when i tried setting it up it gives me the "this apple id cannot be used to unlock this device..."error. i have tried various methods to unlock it to no avail. how do i reach apple guys directly? i feel like throwing away the device now
