Why does Safari app icon go dark?

Can I know why safari icons will be dimmed in my I phone? The apps work fine and go back to full brightness after opening them.

Why does my iPhone 11Pro’s safari icon darken while the other icons brighten? The safari search works fine but just noticed its icon goes dim.
