setting up iCloud drive taking hours

I'm trying to set up my iCloud drive on an mid 2012 iMac running OS X 10.11.6. The wheel has been spinning for hours.

As per other users' suggestions I've deleted a folder called CloudDocs from the applications support.

I've also run the following in a terminal: killall bird; rm -rf ~/Library/Application\ Support/CloudDocs; rm -rf ~/Library/Caches/com.apple.bird

Logged out of iCloud, rebooted, updated software. Nothing is working.

iCloud is working perfectly fine on my iPhone and Macbook.

Are you running any anti - virus programs? Using a VPN?

Try booting into another admin user account and see if you can set up iCloud Drive. You can also try setting it up while booted into the Safe Mode in your normal user account.
