I’m trying to delete apps off my new iPad. When I hold down the app icon it wiggles but the delete app option does not come up.

Did you double check Screen Time to make sure that you didn’t disable deleting of apps?

Does your iPad have any restrictions set or any configuration profiles installed?
Settings > General > Profiles
If you do not see a Profiles pane in Settings then your device does not have any profiles installed.
Settings > Screen Time > Restrictions
Do you also use Family Sharing?
No profiles installed. No family sharing, I had family sharing set up but took it off. I was able to delete when family sharing was on
