Can’t delete apps

When I tap and hold an installed app it wiggles but does not show the delete function

On my iPad mini

iPad 2, iOS 9

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
