Tapping iMessage notifications won't switch chats

Ever since I installed iOS 13.0 on my iPhone X, If I am in iMessage in a chat and I get a notification for another chat, clicking the notification makes it disappear without switching iMessage to the new chat! My fiancée has an iPhone XS and does NOT have this problem.

If iMessage is NOT currently open on my phone, clicking on an iMessage notification that comes in while using my phone will open the iMessage app as expected. I just can't use the incoming notifications to automatically switch between chats anymore!

I am now on iOS 13.2.3 but this issue is still not resolved. Am I the only one suffering with this annoying bug?

I solved my problem, and I think it was by turning off iMessage and then turning it back on from settings. It didn't appear to fix the problem at first, but then two days later I restarted my iPhone. When I opened iMessage after the reboot, it took me through the new picture and name wizard that you see the first time after updating to iOS 13. After I selected all the options I wanted again, and press finished, iMessage started switching between chats when clicking on notifications!
