When shutting down, the Apple TV will go off, but not the TV set. I have to turn off the TV via its remote.
However, upon starting up, The Apple TV remote will power up the Sony TV as well as the Apple TV box.

It sounds like your TV does not fully support HDMI-CEC. It will support the signal to turn on but not turn off.

Unfortunately no. This type of functionality was omitted from the factory. I used to have a TV that functioned in a similar way. There is no way to patch it.
Any solution would have to come from Sony as each manufacturer has their own implementation of the CEC protocol and are responsible for any issues that occur.
So .... is there a solution?... an adapter? .... or something? as the Sony is a "smart" TV it is not acting like one. 8-)
