I tried a forced restart.
Yes, i also tried another Wifi network, i hadn’t much time, but for 2 minutes the video didn’t buggy.
Now, there are bugs in chrome too
Try double clicking the Home button or swipe up from the bottom of the screen and swipe Safari upwards. Go to Settings/Safari and clear History and Website Data. Open Safari and test.

I've done it before, And reset the network settings
