Just updated to iOS 13.2.3 and noticed that whenever I dictate voice to text (which is pretty much all the time in every application) all of my text is underlined in blue and it’s very difficult to select it. I can’t select individual words if I need to correct them and the only way to fix it is if I select all the text manually, cut it and then re-paste it.

The only workaround I found so far is doing dictation as normal, go out of the app and back into it and then the blue lines are gone.
I would love for Apple to actually solve this problem though!
I am having the same issue. Have chatted to Apple and they said maybe reset network settings and try again. Will try but skeptical as this issue passed from my iphone x to 11 pro with a full reinstall.
Same here on getting blocks of un-selectable text with dotted blue underline using dictation thru all the IOS 13 versions including the latest (as of now) 13.3 in my case on an iPhone 6sPlus. Restarting does NOT help with the Blue Underline troubles. Text and dictation have been all over the place in performance, mostly for the worse since 13. Today I couldn't even select text in Notes App.
