Unable to grant photos permissions to any application

On my iPhones (I have an iPhone SE and XR) after I install Google Photo's it pops up with "Unable to access photos, turn on in settings". I go to settings under the google photos app where it says "Allow google photos to access", but I do not see photos as an option. The only 2 options it shows is "Siri & Search", and "Background app refresh". I also have Google hangouts install and under permissions it does show photos with read and write. Under privacy photos, the only 2 options are hangouts and TikTok that have both been granted read and write. I have uninstalled google photos, and I have upgraded iOS (currently on 13.2.3). I recently got the XR hoping it would be fixed, but must be something to do with my profile. I have tried Google help (sent them screen shots, walked through what to do with them on the phone) and they apparently have never seen this issue. Has anyone else encountered this?

UPDATE: When I posted this before I got a reply to reset location and privacy settings. I did this, and that has removed photo permission options for TicToK and Google Hangouts. When I go into those apps now they show an error that they don't have photos permissions, and those apps don't appear either for me to grant the permissions to. Is there some setting that locks out photo permissions for everything??

When I setup the XR, I had copied everything from the SE during the initial setup. So I decided to erase everything on the XR and start over. AFter I did that, when I installed Google Photos it popped up asking me to grant permissions normally. So there must have been some setting that was copied from my SE that made it look like I had already granted permissions to the apps and so they never asked for the permissions. Without asking for the permissions, the option does not appear in settings to grant. So there is some bug here in iOS that puts the phone in this state.
